Friendly reminder,
it doesn't take 60 votes to pass legislation in the Senate. It takes a simple majority.
It takes 60 votes to force debate to come to a close. But there are other ways of getting to a final vote. A final vote casted a simple majority in the Senate that don't involve cloture.
All you have to do is
keep debating until nobody shows up to debate or until everybody has exhausted their right to speak.
They can only speak twice on the same discrete legislative proposal on the Senate floor during the same legislative day. The same legislative day can be kept open for days, weeks, even months if necessary, and it has in the past. There are other ways of getting there.
We can't continue to see the 60-vote cloture standard as synonymous
with what's required to pass a bill in the Senate. That's not how it works. It's not how it was designed. We can do better.
